Rockland men arrested in steroid sweep were from Congers, Nyack

Two Rockland men charged among 124 in the country’s largest steroid enforcement action were co-conspirators in the illegal manufacture and Internet trafficking of anabolic steroids, the Drug Enforcement Administration said today.

Ryan C. Parfumi, 26, also known as “Chris Highwind,” “James McKnight” and “Johnathan Alexander,” lives on Gedney Street in Nyack, and Andrew Rossi, 28, lives on Friends Court in Congers.

The nearly two-year investigation, called Operation Raw Deal, was the country’s largest steroid enforcement action, the U.S. Department of Justice has said.

Since the investigation began in December 2005, federal agents seized 56 steroid labs and more than 11 million steroid doses.

Parfumi has been indicted for conspiracy to possess and distribute a controlled substance as well as for money laundering, said Erin McKinsey-Mulvey, a spokeswoman for DEA. He hasn’t entered a plea to the charges.

“He was one small player in this round of arrest if you look at it at international scale,” said McKinsey-Mulvey.

Rossi hasn’t been arrested or formally charged.

A criminal complaint filed earlier this week by the U.S. Attorney’s Office in Manhattan charged that Rossi rented a storage unit in Nanuet in which another man, not identified in court documents, had made and stored the drugs. McKinsey-Mulvey said Parfumi was that man.

The two men have no previous criminal records.
